FIFA rules will apply in any situation not covered by PLSC local rules.

1)  Offside
  • Squirts and Div 1 - no offside rule
  • Div 2, 3, 4 and 5- offside as per FIFA rules.

2)  Throw Ins
  • Squirts, Div 1 and 2- Players making an illegal throw in are given a second chance.
  • Div 3, 4 and 5- Players must make legal throw ins. (Both feet on the ground, body facing the field, ball delivered over the head). –Incorrect throw in , ball awarded to the opposing team

3)  Goalkeeper’s Crease
  • Squirts - no one other than the goalie allowed in the crease
  • Div 1, 2, 3, 4 and 5-As per FIFA rules.
  • Goalkeepers cannot play the ball with their hands outside the 18 yard box

4)  Free Kicks
  • Squirts, Div 1 and 2- Defenders must be 5 yards from the ball placement before the kick is taken.
  • Div 3, 4 and 5- Defenders must be 10 yards from the ball placement before the kick is taken.

5)  Penalties
  • Squirts, Div 1 and 2-Penalty shots taken from penalty spot or five yards from the goal line if the spot is not visible.
  • Div 3, 4 and 5- Penalty shots taken from penalty spot or 12 yards from the goal line if the spot is not visible.

6)  Cautions/Ejections
  • The referee may give a verbal warning before a caution is applied in a game situation.
  • The referee must tell the player what he/she is being penalized for.
  • Caution able offences are: unsporting behaviour, dissent by word or action, persistent infringement of the rules (i.e. repeatedly tripping), delaying the restart of play, not respecting required distances on throw ins, free kicks and corner kicks, and entering, re entering or leaving the field of play without the referee’s permission.
  • Cautions will be administered by the referee showing a yellow card.
  • Ejections: will be signified by a red card or a yellow card followed by a red card if it is a second caution to the same player in the same game.
  • Ejection offences are: serious foul play, violent conduct, spitting, denying an obvious goal or goal scoring chance through a penalty kick offence or use of hands, offensive/abusive language or gestures, or receiving a second caution in the same game.
  • NO VERBAL OR PHYSICAL ABUSE will be tolerated towards any member of the club:
1st Offence: Ejection from the game plus a 1 game suspension.
2nd Offence: Player must appear before the PLSC disciplinary committee and may be suspended from the
remainder of the season without refund.
  • Prevention guidelines for personnel including administrators, paid and unpaid staff, are vitally important in establishing safe environments. Although most organizations have established codes of conduct, the following list outlines generic standards of behaviour.
  • Respect the dignity and spirit f all athletes: children, youth and adults.
  • Treat all athletes fairly and equitably.
  • Establish supportive, positive environments for the purpose of healthy competition, skill development, fun and achievement of goals.
  • Avoid contact or conduct that may be interpreted as having sexual connotation or which is defined as inappropriate by the organization.
  • Do not take part in or tolerate behaviour that frightens, embarrasses, demoralizes or negatively affects athletes’ self-esteem.
  • Do not tolerate acts of aggression.
  • Work towards the elimination of harassment and abuse from sport environments.
  • Be prepared to intervene if a child or youth under the age of majority is being abused or neglected.
  • Follow the appropriate Child Protection Legislation
  • Engage in “fair play” both during and outside of all sports organizations’ activities. Fair play is defined as showing considerate regards for athletes, personnel, parents, spectators and officials; abiding by all rules of the sport; abiding by officials’ decisions.
  • Adhere to the policies of the sport organization.

7)  Team Captains only may ask for an interpretation of the referee’s decision. Coaches and Managers cannot and will not complain to the referees. If referee performance is consistently unsatisfactory, coaches and managers will report to the executive.

8)  The Executive’s decisions are final.

9)  Teams
  • Non registered players DO NOT play.
  • Squirts, Div 1, 2 and 3-Maximum 7 players per side on the field( including goalkeeper).
  • Div 4 and 5- 11 per side as per FIFA rule.
  • If a team is unable to field a complete team, they may pick up a player from lower divisions or borrow from the opposing team. Opposing team decides who transfers for that game.)
  • Teams who cannot field a team during playoffs may bring up or borrow players to field a team and play the game, but default the match.
  • Goalkeepers must wear the different coloured jersey provided by the PLSC.
  • Goalkeeper changes can be made during any stoppage of play with the referee’s permission.

10)  Playing time
  • All players must have fair and equal playing time as the club’s emphasis is on participation, good sportsmanship, fun and fitness. No player (goalkeepers are exceptions) is to play the duration of the game unless there is a shortage of players.

11)  Coaches
  • must remain on the sidelines except in the Squirts division. Squirts coaches may be on the field with the referee’s permission to help direct the teams early in the season.

12)  Game Duration
  • Game Times and Duration: A schedule of all times and games will be placed on the soccer website.
  • Game duration will be as follows
Squirts-2 x 15 mins- 10-minute warm-up, five minutes at half- 45 minute booked time
Division 1- 2 x 20 mins- 10 minute warm-up, five minutes at half- 1 hour booked time
Division 2-2 x 20 mins-10 minute warm-up, five minutes at half-1 hour booked time
Division 3-2 x 25 mins-10 minute warm-up, five minutes at half-1 hour booked time
Division 4-2 x 40 mins-10 minute warm-up, five minutes at half-90 mins booked time
Division 5-2 x 40 mins-10 minute warm-up, five minutes at half-90 mins booked time

13)  Substitutions
  • Substitutions are to be made only when the play is stopped.
  • Substitutes should stand at the mid field flag post to indicate they wish to substitute into the game.

14)  Equipment
  • All players must have Shin Guards and the guards must be completely covered with long socks.  Soccer shoes are recommended but runners are fine.  No sandals will be allowed on the field.  The soccer club will provide soccer jerseys.  If the players does not have the proper equipment or comply with the rules, they should not be allowed to play.
  • JEWELRY: Formal equipment checks should be done at Division 3 and up. Jewellery and all body piercings must be removed before playing. These cannot be worn or taped over, with the exception of Medic Alert tags. Players should be given the choice to either remove jewellery or not to participate.

15)  Blood
  • Any player that is bleeding or has blood on their equipment must leave the game immediately and may not return until the referee has inspected them and is confident that the bleeding has stopped. Equipment with blood on it must be changed/removed before a player may re enter the game.

16)  Play off rules
  • Squirts, Div 1-no playoffs
  • Division 2-modified playoff format- all teams involved
  • Div 3, 4 and 5- Win= 3 points, Tie equals 1 point, loss = 0 points
  • If at the end of the playoffs any teams are tied in points, placing in finals shall be determine by goals for/goals against.
  • If at the end of final play-off games the game is tied, 10 minutes of sudden death overtime is played. If the result is still tied, 5 players are chosen from each team and each takes one kick. If the match is still tied after the first five kickers, five new players are chosen from each team. This is sudden death (e.g. Player 1 from Team A scores, Player 1 from Team B doesn’t, the game is over and the other players do not get to shoot.)

When does soccer start?
Regular season play will begin May 8, 2009. Practice times will be available. Squirts play once a week. All other divisions play twice a week.

What does my child need for equipment?

What are the priorities of the Phantom Lake Soccer Club?
SPORTSMANSHIP AND FUN: These are the priorities of the Soccer Club. All players should be played as equally as possible and in an environment that is harassment-free. You are urged to caution your children that verbal/physical abuse of players, coaches, teammates, referees will not be tolerated.  Unsportsmanlike behaviour will be dealt with immediately:

What happens if my child demonstrates unsportsmanlike conduct?
1st offence - Ejection from the game plus a minimum of one extra game suspension(s).
2nd offence - Suspension for the remainder of the season.

What do I do if my child has a problem?
If, at any time during the season, your child has any problems, speak to your coach first. If it is not resolved, contact Dean Grove at 681-3415, or write to the Phantom Lake Soccer Club Executive at Box 84, Flin Flon, MB R8A 1M6.

What is the breakdown for each division?
The breakdown for each division for the 2007 season is as follows:
SQUIRTS:   Born in 2001 or 2002
DIVISION 1:Born in 1999 or 2000
DIVISION 2:Born in 1997 or 1998
DIVISION 3:Born in 1995 or 1996
DIVISION 4:Born in 1993 or 1994

Why do I need to provide a birth certificate?
To confirm birthdates of players for Insurance purposes, the Phantom Lake Soccer Club has requested a photocopy of all birth certificates this season. This information will be kept on file and once on file, will not be required again. Only new players will be required to present copy of birth certificate at registration. 

Which field will my child play at?
The fields were assigned as follows:

DIVISION 5:Phantom Lake

What is the referee liaison program and when is the next referee clinic?
REFEREES:  We have been working very hard to build up our referee program. We have many youth referees who are learning and who are our future. Please DO NOT harass any of the referees. If you have a problem with the refereeing, please give your Division Co-ordinator a call. Anyone harassing the referee will be asked to leave the field. There will be a referee refresher course held Friday evening April 20th and a Youth Referee Course held Saturday and Sunday April 21st and 22nd at McIsaac School. Referees who are certified and have taken the refresher course will be paid at a higher per game rate than non-certified referees. Register by contacting Dean Grove at 681-3415. Referees must have turned 12 by May 1st in order to referee games for the Phantom Lake Soccer Club this year.

REFEREE LIAISON PROGRAM: Each referee will be given a set of referee liaison arm bands this year. Before the game the referee will ask one parent from each team to wear the yellow armband and act as the liaison for that game. In the event of an incident of a parent harassing a referee, the referee will ask the liaison person of the offending parents team to help resolve the situation to ensure that it does not continue.

What is the PLSC phone number?

How do I find out when my orange day is?
Your coach will assign a day for you to take oranges to the game. 6-8 cut up oranges is usually enough, depending on team size. If you cannot make your assigned date, please arrange to trade with another parent.

Who do I contact if my child can’t attend a game?
If your child cannot attend a game, the coach should be notified. It is frustrating for the coaches to give up their time, and not have a game due to shortage of players. Please be courteous and notify your coach!

Are there going to be any practices this year?
This year we will be scheduling practice times to develop our players knowledge and skills of the game.

Can my child bring drinks to the games?
Each child should take a bottle of water to the games. Not pop or juice.

What are the smoking rules?
The soccer areas are non-smoking areas. Please do not smoke on or near the fields or stands.

Can I bring my pet to a game?
Pets are not allowed at the soccer fields.

What do I do with my garbage?
Please clean up any litter you see on or around the field. There are garbage cans at the side of the fields.

Where do I park?
Parking adjacent to the fields is sometimes limited. At Foster Park please make sure to park on the soccer field side of the street. We have left a little more time between games this year, so that should help the congestion there. No parking between the road and bleachers at Phantom Lake is allowed.

What other safety issues should I be concerned about?
Parents, please make sure your children are supervised at the field. If you are unable to stay for the game, please ensure that another parent/friend is responsible in the event that your child is injured. Please keep smaller children off the field and away from any areas where they may be injured. Do not let children hang on the goal posts. Do not let your children play with the lime used to mark the field, as this is not safe.

Why do I have to fundraise AND do volunteer work?
The money that is raised by the club goes toward the payment of player insurance, referee costs, field development and the purchase of uniforms and equipment. Although we recognize that fundraising is sometimes an unpleasant task, it is an important part of raising money to allow our club to continue to operate. Each parent has signed up for a volunteer position and posted a volunteer cheque. Each parent is also requested to sell either chocolates or tickets. These are two separate items required by the club.

What do I need to know about volunteering?
If you have signed up for volunteering and have not completed your volunteer hours by early June, it is your responsibility to contact the volunteer co-ordinator about fulfilling your volunteer hours. Volunteer cheques for people who have not completed their volunteer hours will be cashed on October 1st, 2007 and you have until November 31st to contact the soccer executive if there was an exceptional circumstance that prevented you from fulfilling your volunteer commitment. We don’t want your money as much as we want your assistance in completing the many jobs that are required to make a soccer league run smoothly for the players. If your unsure as to whether or not you completed your volunteer hours check the website, we will have a list of people who have not completed their duties by September 1st.

Who do I give my tickets and money to?
Each team has a Team Fundraising Co-ordinator. If you did not pre-pay your chocolates or tickets, please turn the money that you collected from sales into your fundraising co-ordinator. The tickets are for a 50/50 draw and the chocolates are the Nestle Bars that the club has sold in previous years.

When are the tag days?
Thanks to everyone who volunteered to assist with tag days. If you have signed up for a tag day, and have not been contacted, please call the soccer hotline at 687-8200 or watch the website.

How do I know if a game is cancelled?
If you are unsure of whether games are cancelled due to inclement weather, listen to CFAR for announcements, phone 687-8200 for a message or call your coach.
